To carry out Health and Safety Transactions You must have authority in the module, processes and transaction categories.

Authority Groups

Control Panel > System > Security > Authorization Groups

In order to perform operations in Health and Safety Transactions, the user must first have authority for Health and Safety Transactions under HR in the Authorization Group to which the user belongs. If the user needs to see reports related to Health and Safety Transactions in Standard Reports outside the module, the Report User box must also be checked. For payroll transactions, the Senior HR authority in the position detail must also be selected.
